In 1812, Congress passed what was popularly referred to as "the Act of April 25th." This act created the General Land Office (GLO). 

The GLO was placed under the jurisdiction of the Treasury Department.

President James Madison appointed Edward Tiffin as the first commissioner.

Tiffin organized the new office and began the immense task of pulling the existing land records together.
